New Yorkers take to social media to find, provide help after ...

As Americans reeled from the aftermath of superstorm Sandy Wednesday, they took to tweeting, posting and crowdsourcing to mobilize much-needed aid and help those left without power or food.

The storm has devastated New York City and New Jersey, killing dozens of people in several states and swamping miles of coastline, leaving millions without power and some transport services at a standstill.

On Twitter, netizens used the hashtags #sandyaid and #sandyvolunteer to ask for relief or find out where they could help, and crowdsourced maps sprung up online to locate available wifi spots or places where supplies were available.

?In east Williamsburg, how can I help?? @honeybaked_sam tweeted, getting a prompt reply from Brooklyn-based lifetsyle guide @BrooklynExposed, which posted a link to nearby volunteering opportunities.

Jessica Lawrence, managing director of NY Tech Meetup ? a non-profit organization that supports the technology community in New York ? said she had reached out to her 28,000-plus members through Twitter and Facebook.

Already 140 tech-savvy people were on standby to help stricken schools, businesses and other entities to get back on their feet, to help them with tech-related issues such as data recovery.

But in New York?s lower Manhattan ? particularly hard-hit by the storm ? many of those in need were still lacking power and Lawrence said the challenge was how to connect with them, though some were now making their way to places with electricity and Internet access.

She added that social networks had been particularly useful to connect with other relief organizations, and make sure they worked together rather than overlapping in their efforts.

?I don?t think it would have been nearly as easy without social media,? she said.

Other organizations used social networks to gather practical information for storm-stricken people and put them on interactive online maps.

The Watershed Post, for instance ? an online news source for counties in upstate New York ? launched a crowdsourced map locating closed or reopened roads, places to get help or where aid was needed.

Your vote is worth $5, give or take, this election

President Barack Obama and former Mass. Gov. Mitt Romney are spending a combined $26.86 every second this election cycle, as a binge of campaign spending deluges voters with rallies, banners, and of course, TV ads.

The figure comes from a grand total of nearly $1.5 billion spent by both sides just through September. And that works out to about $70 million per month, and more than $2.3 million every day, according to data provided by the Federal Election Commission.

No wonder both candidates spend so much time in fundraisers.

From January 2011 through September, the Obama campaign burned through over $470 million, with the Democratic National Committee spending another $255 million.

And the top three Obama Super PACs dumped in another $53.7 million. All that totals more than $775 million dollars spent ? before the crucial election month of October.

Obama Says Post-Election 'Grand Bargain' Possible

On the Romney side, the campaign had spent $298 million in that same time frame, which was joined by $249 million by the Republican National Committee and $156.5 million from the top three Romney Super Pacs. All told, that?s more than $700 million.

The Obama team held the lead by about $75 million as of September.

Historically, these are big, big numbers.

In 1980, Jimmy Carter and Ronald Reagan plus the DNC and RNC spent a combined $528 million in 2012-adjusted dollars. By 2000, that figure had jumped to $899 million in adjusted dollars.

That means the campaigns are spending a lot more per voter than they did years ago. Take a look at the math.

With more than $770 million in campaign and Super Pac spending for Obama this year, the forces supporting the president have spent about $5.33 per registered voter when you calculate using the total number of registered voters in the last campaign, which was just over 146.3 million.

Romney?s team, similarly, has spent about $4.81 per voter. Combined, that?s $10.14 per registered voter.

Wall Street Gaming Romney Win: 'Trillion at Stake'

Compare that to how much it cost to reach registered voters in 1980: The $528 million spent by Reagan and Carter campaigns plus their parties reached fewer voters ? 105 million registered voters. That made total spending over $5 per registered voter.

Twenty years later, George W. Bush and Al Gore and their party committees combined spent $899 million to reach that year?s nearly 130 million registered voters. That?s just under $7 per registered voter.

By our math, the cost to reach each voter in America has gone up consistently over the past three decades. There's lesson in that for the campaigns and the fundraisers who push for more cash each year: that flood of money is causing political inflation. And that makes the constant reach for new fundraising records a self-fulfilling prophesy.

Sunni radicals target Shiites to fan sectarian flames in Pakistan

GILGIT, Pakistan -- About 20 men dressed as Pakistani soldiers boarded a bus bound for a Muslim festival outside this mountain town and checked the identification cards of the passengers. They singled out 19 Shiites, drew weapons and slaughtered them, most with a bullet to the head.

The shooters weren't soldiers. They were a hit squad linked to the Sunni Muslim extremist group Lashkar-e-Jhangvi, or LeJ. They had trekked in along a high Himalayan pass that hot August morning to waylay a convoy of pilgrims.


Here and across Pakistan, violent Sunni radicals are on the march against the nation's Shiite minority.

With a few hundred hard-core cadres, the highly secretive LeJ aims to trigger sectarian violence that would pave the way for a Sunni theocracy in U.S.-allied Pakistan, say Pakistan police and intelligence officials. Its immediate goal, they say, is to stoke the intense Sunni-Shiite violence that has pushed countries like Iraq close to civil war.

More than 300 Shiites have been killed in Pakistan so far this year in sectarian conflict, according to human rights groups. The campaign is gathering pace in rural as well as urban areas such as Karachi, Pakistan's biggest city. The Shiites are a big target, accounting for up to 20 percent of this nation of 180 million.

In January, LeJ claimed responsibility for a homemade bomb that exploded in a crowd of Shiites in Punjab province, killing 18 and wounding 30. LeJ's reach extends beyond Pakistan: Late last year, LeJ claimed responsibility for bombings in Afghanistan that killed 59 people, the worst sectarian attacks since the fall of the Taliban government in 2001.

"No doubt - (LeJ) are the most dangerous group," said Chaudhry Aslam, a top counterterrorism police commando based in Karachi, whose house was blown up by the LeJ. "We will fight them until the last drop of blood."

For an outlawed group accused of fomenting such mayhem, the leader of LeJ is surprisingly easy to find.

Malik Ishaq spent 14 years in jail in connection with dozens of murder and terrorism cases. He was released after the charges could not be proved - partly because of witness intimidation, officials say - and showered with rose petals by hundreds of supporters when he left prison in July 2011.

Although Ishaq is one of Pakistan's most feared militants, he enjoys the protection of followers clutching AK-47 assault rifles in the narrow lane outside his home. There, in the town of Rahim Yar Khan in southern Punjab province, Reuters visited him for an interview.

"The state should declare Shiites as non-Muslims on the basis of their beliefs," said Ishaq, calling them the "greatest infidels on Earth." Young supporters with shoulder-length hair in imitation of the Prophet Mohammad hung on every word.

Following the trail
To assess the LeJ threat, Reuters followed the group's trail across Pakistan -- from Ishaq's compound, to Gilgit in the foothills of the Himalayas, recruiting grounds in central Punjab and the backstreets of Karachi on the Arabian Sea coast.

In interviews, police, intelligence officials, clerics and LeJ members described a group that has grown more robust and appears to be operating across a much wider area in Pakistan than just a few years ago. But it had a head start.

The LeJ once enjoyed the open support of the powerful spy agency, the Directorate for Inter-Services Intelligence. The ISI used such groups as military proxies in India and Afghanistan and to counter Shiite militant groups.

Since being outlawed after the attacks of Sept. 11, 2001, LeJ has worked with Sunni radical groups al-Qaida and the Pakistani Taliban in several high-profile strikes. Among them were assaults in 2009 on Pakistan's military headquarters and on Sri Lanka's visiting cricket team. Washington says LeJ was involved in the killing of Wall Street Journal correspondent Daniel Pearl in 2002.

Now it is gathering strength anew. The risks are heightened by Pakistan's long-standing role as a battlefield in a proxy war between Sunni Saudi Arabia and Shiite Iran, which have been competing for influence in Asia and the Middle East since the 1979 Iranian revolution.

That competition has heated up since the United States toppled secularist dictator Saddam Hussein in Iraq and left the country under the control of an Iranian-influenced Shiite government. Intelligence officials say the LeJ is drawing financial support from Saudi donors and other Sunni sources.

"Unfortunately, the state for strategic reasons turned a blind eye to the LeJ for a long time," said a retired army general. "Now we have a situation where it has become Pakistan's Frankenstein."

Interior Minister Rehman Malik, who is in charge of internal security, told Reuters that "we always take action" against the LeJ when the group is suspected of murder or terrorism. "We track people and arrest them."

When asked why those arrested are often freed, he said: "Look, my job is to arrest people, not to let them go. We all know who lets them off the hook and why," he said, referring to local politicians and elements of the military who turn a blind eye to their activities or even support them in some cases.

Sacred calling
Lashkar-e-Jhangvi, whose name means Soldiers of Jhangvi (after its founder, Haq Maulana Nawab Jhangvi), isn't the only lethal militant group that once enjoyed patronage from the spy agency.

One is Lashkar-e-Taiba (Soldiers of the Pure), which fights against Indian control in disputed Kashmir. It is blamed for several deadly attacks on Indian soil, including the November 2008 attacks in Mumbai, and an audacious raid on India's parliament in December 2001 with another Kashmiri militant group, Jaishi-e-Mohammad (Army of Mohammad). That raid brought India and Pakistan to the brink of war.

Another is the Pakistani Taliban. Its attack this month on 14-year-old Malala Yousafzai in Swat was only the most recent in a long list of strikes on civilian and military targets, mainly in the unruly tribal area along the Afghan border.

What makes LeJ particularly dangerous, however, is that the group is based in Pakistan's Punjab heartland. And it is not just attacking targets in Pakistan's neighbors, but has also targeted the state, including the 2009 attack on Pakistan's military headquarters.

LeJ was established as an offshoot of another anti-Shiite organization called Sipah-e-Sahaba (Soldiers of Mohammad's Companions).

LeJ believes it has a sacred calling -- to protect the legacy of the companions of the Prophet Mohammad - and it sees Shi'ites as the main threat.

Mahmood Baber, educated in a madrassa, was drawn by LeJ's call to holy war against Shiite infidels. His 16-year career in the movement ended in October, when he and other LeJ members were arrested.

Handcuffed and with a cloth thrown over his head at a Karachi police station, Baber described for Reuters the "great satisfaction" he felt killing 14 Shiite "terrorists" over the years. His voice choked with emotion when he said that for 1,400 years Shiites had insulted the companions of the Prophet.

"Get rid of Shiites. That is our goal. May God help us," he said, before intelligence agents led him away for a fresh round of interrogation.

The schism between Sunnis and Shiites developed after the Prophet Muhammad died in 632 when his followers could not agree on a successor. Sunnis recognize the first four caliphs as his rightful successors; the Shiites believe the prophet named his son-in-law, Ali. Emotions over the issue have boiled through modern times and even pushed some countries, including Iraq five years ago, to the brink of civil war.

Demonizing Iran
The LeJ's leader, Ishaq, lives in a house whose gate bears a sign inviting residents of the town to debate whether Shiites are infidels.

These days Ishaq calls himself a leader of Sipah-e-Sahaba, the LeJ parent group. Pakistani officials say he still runs, or at least inspires, LeJ. Ishaq denies any wrongdoing, repeatedly saying: "I've been acquitted." He has indeed been acquitted 34 times on charges of culpable homicide and terrorism.

He does not hide his feelings about Shiites, his voice growing strident as he opened a plastic folder filled with printouts from what he describes as Shi'ite Internet sites.

One contained a photo of a pig, an animal considered by Muslims to be dirty, and is accompanied by an insult to Sunnis. Another alleges the Prophet Mohammad's wife committed adultery -- all proof, he says, that Shiites are blasphemous, and deserve punishment.

"Whoever insults the companions of the Holy Prophet should be given a death sentence," Ishaq declares.

Ishaq and other hardline Sunnis believe that Iran is trying to foment revolution in Pakistan to turn it into a Shi'ite state, though no evidence for that is offered.

The Saudi connection
In the Punjab town of Jhang, LeJ's birthplace, SSP leader Maulana Mohammad Ahmed Ludhianvi describes what he says are Tehran's grand designs. Iranian consular offices and cultural centers, he alleges, are actually a front for its intelligence agencies.

"If Iranian interference continues it will destroy this country," said Ludhianvi in an interview in his home. The state provides him with armed guards, fearful any harm done to him could trigger sectarian bloodletting.

The Iranian embassy in Islamabad, asked for a response to that allegation, issued a statement denouncing sectarian violence.

"What is happening today in the name of sectarianism has nothing to do with Muslims and their ideologies," it said.

Ludhianvi insisted he was just a politician. "I would like to tell you that I am not a murderer, I am not a killer, I am not a terrorist. We are a political party."

After a meal of chicken, curry and spinach, Ludhianvi and his aides stood up to warmly welcome a visitor: Saudi Arabia-based cleric Malik Abdul Haq al-Meqqi.

A Pakistani cleric knowledgeable about Sunni groups described Meqqi as a middleman between Saudi donors and intelligence agencies and the LeJ, the SSP and other groups.

"Of course, Saudi Arabia supports these groups. They want to keep Iranian influence in check in Pakistan, so they pay," the Pakistani cleric said. His account squared with that of a Pakistani intelligence agent, who said jailed militants had confessed that LeJ received Saudi funding.

Saudi cleric Meqqi denied that, and SSP leader Ludhianvi concurred: "We have not taken a penny from the Saudi government," he told Reuters.

Saudi Arabia's alleged financing of Sunni militant groups has been a sore point in Washington. U.S. Secretary of State Hillary Clinton warned in a December 2009 classified diplomatic cable that charities and donors in Saudi Arabia were the "most significant source of funding to Sunni terrorist groups worldwide." In the cable, released by Wikileaks, Clinton said it was "an ongoing challenge" to persuade Saudi officials to treat such activity as a strategic priority. She said the groups funded included al-Qaida, the Taliban and Lashkar-e-Taiba.

The Saudi embassy in Islamabad and officials in Saudi Arabia were unavailable for comment.

Shiite revenge
Some Shia groups do look to Iran's clerical establishment for spiritual leadership, but insist they have no aims beyond protecting members from Sunni attacks.

In the offices of a Shiite organization in Karachi, images of the late Iranian leader Ayatollah Ruhollah Khomeini are featured on a wall clock. There, a Pakistani Shiite woman named Shafqat Batool described what happened to her son, a judge, when he left for work on August 30.

Minutes after Sayid Zulfiqar stepped out of the family home in Quetta, she said, witnesses told the family three men on a motorcycle opened fire with Kalashnikov rifles. One of the assailants then grabbed a weapon from Zulfiqar's bleeding driver and pumped more bullets into her son.

It prompted Zulfiqar's family to move to Karachi. "We are not safe anywhere in the country," his mother said. "People are horrified, people can't sleep."

The fear is palpable in Quetta, the mountainous provincial capital of southwestern Baluchistan. LeJ has unleashed an escalating campaign there of suicide bombings and assassinations against ethnic Hazaras - Persian-speaking Shiites who mostly emigrated from Afghanistan and are a small minority of the Shiite population in Pakistan.

At least 100 Hazaras have been killed this year, according to Human Rights Watch, leaving some 500,000 Hazaras fearful of venturing out of their enclaves.

"We are under siege; we can't move anywhere," said Khaliq Hazara, chairman of the Hazara Democratic Party. "Hazaras are being killed and there is nobody to take any action.

In Quetta and Karachi, Shiite leaders say they are urging young men to exercise restraint and buy weapons only for self-defense.

"We are controlling our youth and stopping them from reacting," said Syed Sadiq Raza Taqvi, a Karachi cleric, seated beside a calendar with images of Iranian Revolutionary Guards.

But with each killing, the temptation to take revenge grows.

Shiite extremists have not adopted the kind of attacks favored by LeJ. But they have hunted down members of the SSP.

One such case was an attack survived by Sohaib Nadeem, 27, son of an SSP member. Men he described as "Shiite terrorists backed by Iran" opened fire on the Nadeem family in their car. Nadeem survived nine gunshot wounds but his father and brothers were killed. "The Shiites are our enemies," Nadeem said.

Confederation of militants
When the Taliban and al-Qaida want to reach targets outside their strongholds on the Afghan border, they turn to LeJ to provide intelligence, safe houses or young volunteers eager for martyrdom, police and intelligence officials said.

"Lashkar-e-Jhangvi is the detonator of terrorism in Pakistan," said Karachi Police Superintendent Raja Umer Khattab, who has interrogated more than 100 members. "The Taliban needs Lashkar-e-Jhangvi. Al Qaeda needs Lashkar-e-Jhangvi. They are involved in most terrorism cases."

The massacre of Shiite bus passengers outside Gilgit has had a profound impact on this mountaineering hub in the Himalayan foothills. Never before had Sunni extremists asked for identification to single out Shiites and then kill them on such a large scale.

Sunnis and Shiites, who had lived in harmony for decades, now cope with sectarian no-go zones.

"Sunnis can't go to some areas and Shiites can't go to others," lamented Gilgit shopkeeper Muneer Hussain Shah, a Shiite whose brother was killed in a grenade attack.

When violence erupts, text messages circulate rallying one sect or the other. Shops and schools close. Authorities have banned motorcycles to stop drive-by shootings.

Law enforcement itself is a victim of sectarianism in Gilgit, said police chief Usman Zakria. Shi'ite officers are reluctant to investigate crimes committed by Shi'ites, and the same is true of Sunnis.

"They are in disarray," said Zakria. "None of this has happened before."

Nanomaterials: Bringing crystals into line

ScienceDaily (Oct. 25, 2012) ? The temperature-controlled alignment of tiny crystals could help harness their collective properties for nanotechnology applications.

The unique magnetic properties of cobalt phosphide nanowires stand them in good stead as future components of high-performance devices. Unlike bulk materials, these ultrasmall elongated crystals consist of single-domain structures that account for their superparamagnetism -- a temperature-induced magnetism that arises in a magnetic field. To maintain and fully exploit this behavior, scientists must generate materials composed of precisely positioned and oriented building blocks. Such superstructures are now available, thanks to the development of a method that uses temperature changes to align individual nanowires. Ming-Yong Han from the A*STAR Institute of Materials Research and Engineering, Sinapore, led the research.

Current nanocrystal self-assembly approaches involve depositing a crystal suspension on a solid surface, and then slowly evaporating the solvent. Theoretically, the evaporation enhances the relatively weak attraction forces that exist between the nanocrystals, forcing them to align. However, high degrees of alignment of anisotropic structures -- those exhibiting direction-dependent physical properties -- remain difficult to achieve.

"We took a distinct pathway from the slow evaporation approach," says Han. His team's strategy followed similar principles to those used in chemical synthesis. First, they reacted a cobalt derivative with the phosphide precursor trioctylphosphine (TOP) at high temperature. This produced TOP-coated nanowires. Next, they stored the solution in which the nanowires formed at various temperatures. These storage, or 'aging', temperatures produced larger, well-defined superstructures with different alignments.

Washing the nanowires without the latter step resulted in random arrangements or small assemblies (see image). After cooling and aging the reaction mixture at room temperature for two hours, the team observed superstructures composed of nearly one million vertically standing nanowires. In this arrangement, each nanowire was surrounded by six others in a honeycomb pattern. When cooled to room temperature and then refrigerated, the reaction mixture produced extended sheets of nanowires aligned side-by-side horizontally.

The superstructures resisted any high temperature, ultrasound, or organic solvent treatment, indicative of strong cohesive forces between the nanowires. Further investigations revealed that, during the self-assembly, the TOP molecules continually adsorbed and desorbed from the nanowires, bringing them in close contact. This caused irreversible chemical bonds to form between the nanocrystals, facilitating and enhancing their alignment.

The team is currently testing the performance of the superstructures against that of the randomly oriented nanowires to explore their potential use as sensors or electrical components called inductors. "We are also trying to extend this methodology to self-assemble other systems, with a hope to establish a more universal method for aligning anisotropic nanocrystals," adds Han.

Have you ever been "elbowed" by your bed partner because you were snoring? If yes, new research says you could have obstructive sleep apnea (OSA). Prior to polysomnography testing, researchers from the University of Saskatchewan asked 124 patients two questions: (1) Does your bed-partner ever poke or elbow you because you are snoring; and (2) Does your bed-partner ever poke or elbow you because you have stopped breathing? Answering 'yes' to being awakened for snoring or apneic spells increased the likelihood of an apnea-hypopnea index (AHI) >5/h (indicating at least mild OSA) compared with 'no.' Analysis also showed that as disease severity increased, patients were more likely to be awakened for snoring and apneic spells. Researchers conclude that asking these two simple questions could significantly improve the pretest prediction of a diagnosis of OSA. This study was presented during CHEST 2012, the annual meeting of the American College of Chest Physicians, held October 20 25, in Atlanta, Georgia.

On Thursday, two days after the second presidential debate, the Associated Press chimed in, writing that Romney has moved to the center on a range of issues in a bid to win over on-the-fence voters in swing states. (Just last February, while battling through a hard-fought Republican primary, Romney described himself as a "severely conservative" politician.) And it noted the same areas in which other media outlets and pundits have said the shift is taking place: taxes, women's issues?and immigration.

But there's a hole in the argument: Immigration stakeholders on both the right and left say they have yet to see "Moderate Mitt" appear on this particular issue. In fact, Romney's immigration policies are regarded as some of the most conservative of the last half-dozen presidential cycles.

"If you're someone who favors robust enforcement of U.S. immigration laws, Romney is the best presidential candidate that you've had in decades," Steve Camarota of the Center for Immigration Studies told Yahoo News. (The center is a conservative think tank that advocates for reduced legal immigration and an end to illegal immigration.) "I would say that he has generally not etch-a-sketched [on the issue]," Camarota added.

Frank Sharry, the executive director of the liberal immigrant advocacy group America's Voice, tweeted after the second debate that Romney is "the most anti-immigrant candidate ever."

While Romney has shifted slightly away from the days of the primary?when he touted the endorsement of Kris Kobach, who drafted Arizona's law targeting illegal immigrants, and recalled firing "illegals" who had worked in his yard, through a contractor, in Belmont, Mass.?his comments on immigration during the town hall debate differed more in tone than substance.

On Tuesday night, Americans heard the candidates discuss their visions for the country's immigration system for the first time when an undecided voter asked what Romney would do "with immigrants without their green cards that are currently living here as productive members of society."

Romney first responded by slamming President Obama for failing to keep his promise to pass his version of immigration reform, which would have included a path to citizenship for many of the nation's 11 million illegal immigrants. The governor also praised America as a "nation of immigrants" and said he wants to increase high-skilled legal immigration.

But Romney went on to espouse views seen as anathema to earlier Republican presidential candidates, who were eager not to alienate Hispanic voters by seeming unwilling to even consider a path to citizenship.

"There are 4 million people who are waiting in line to get here legally. Those who've come here illegally take their place. So I will not grant amnesty to those who have come here illegally," Romney said, a position he also held in the primary.

The GOP challenger also defended his "self-deportation" policy that he introduced in the primary. It proposes that many of the nation's illegal immigrants will voluntarily leave the country if employers are forced to check immigration status, making mass deportations unnecessary. (At the debate, Obama characterized Romney's self-deportation policy as "making life so miserable on folks that they'll leave.")

The sole point that Romney appeared to drift center-ward on immigration turned out to be a case of misinterpreted wording. Romney said that military service should be "one way" for young illegal immigrants who were brought to the country by their parents to gain legal residency. This suggested that Romney was open to creating more routes to legal residency for these young people, such as attending college.

Such a position would put Romney closer in line with the Democrat-backed Dream Act, which would give citizenship to people under 30 who join the military or attend college, and which Romney has vowed to veto.

But a Romney aide told Yahoo News that the candidate still thinks military service should be the only route to permanent residency.

Romney's decision to stay the course on immigration is an interesting one, as top Republicans?including Romney?have warned that the party is "doomed" if it cannot attract the fast-growing demographic of Hispanic voters, who will make up 9 percent of the electorate this year.

The Romney campaign is betting, then, that his economic message will be more important to this block of voters than its immigration one. Hispanic voters are by no means a homogenous or single-issue group, and polls show that, like most voters, they care most about the economy and jobs, with immigration trailing behind.

But Republican strategists stress that a hostile-sounding tone on immigration issues can alienate many Latino voters, no matter the candidate's economic platform. And a Latino Decisions poll shows that more than half of all Hispanic voters know at least one person who is undocumented, meaning the issue is personal.

The most recent Pew Hispanic Center poll has Romney picking up just 21 percent of the Hispanic vote, compared with 69 percent for Obama. (Romney is polling much better among Latinos in the swing state of Florida, however, where a strong Cuban-American presence tends to boost Republican candidates.)

George W. Bush picked up more than 40 percent of the Hispanic vote in 2004, while John McCain slipped to 31 percent in 2008. The downward trend is not good news for the GOP. But some conservatives argue that embracing legalization measures will not necessarily help Republicans reverse the downward slide. The New York Times' Ross Douthat writes that "a party's overall brand matters more than its stance on a single issue", and that embracing restrictionist policies doesn't mean forfeiting the Hispanic vote.

Romney seems willing to break from tradition. Republican President Ronald Reagan signed the first immigration reform bill in 1986, offering legalization to nearly 3 million people in the country. George H.W. Bush, George W. Bush, and John McCain?as well as their Democratic rivals?all supported legalization measures to some degree either while running for president or in office. Bob Dole, however, ran on a platform in 1996 that would have allowed public schools to deny entrance to children who couldn't prove their citizenship. Cull 'not good deal' for taxpayer

The badger cull in England will cost the taxpayer much more than it saves, an analysis by a UK expert suggests.

While farmers may see economic benefits, the public costs of licensing and policing will exceed ?1m in each pilot area, claims Prof John McInerney.

Shooting badgers is not a good deal in economic terms, the former member of the government's Independent Scientific Group on cattle TB, says.

The NFU said it supported the policy as "TB is getting worse not better".

Professor John McInerney bases his estimates, which have not been published, on Defra's bovine TB impact assessment.

Based on culling in a 150 sq km zone (smaller than the pilot areas) over four years, he said the total costs amount to ?1.55m.

"Overall it's not a good deal," Prof McInerney, emeritus professor of agricultural policy, University of Exeter, said. "It's a good deal for farmers, given how much they pay towards it, but it's a bad deal for taxpayers in strict economic terms."

But he added: "That does not include any of the personal, social costs or stress, or the costs or value associated with badgers themselves."

Andrew Praill, of the British Veterinary Association and president of the British Cattle Veterinary Association, described the figures as "simplistic".

He said it was evident that farmers were committed to the policy as they were prepared to deposit funds to cover the costs of shooting badgers.

"There is fair evidence that the farmers are confident that they are going to end up with a positive result," he said.

Commenting on the estimate, revealed at a briefing by scientific experts in London, the NFU said it supported the government policy of culling badgers because "TB is getting worse not better".

NFU President Peter Kendall said: "34,000 cattle were culled in Great Britain last year alone because they reacted to a TB test. No cattle vaccine is available, and one with the ability to provide near whole herd immunity is years away.

"Badger vaccine is being used and will continue to be used as part of the package of measures in this policy to try and halt the spread of TB.

"But we must remember that no other country in the world has ever got on top of this disease without also tackling the reservoir of infection in the wildlife host, thereby breaking the cycle of infection between badgers and cattle."

Parliamentary debate

Two pilot culls have been given the provisional go-ahead in Gloucestershire and Somerset, which will involve the shooting of free-running badgers over large areas for the next four years.

The Gloucestershire zone covers 300 sq km, while the Somerset pilot zone is 250 sq km.

Farmers say the cull is necessary to stop badgers spreading TB to cattle, a problem which cost farmers and the government an estimated ?150m last year.

The policy has caused heated debate, with backbench MPs securing a parliamentary debate on the issue in the wake of an e-petition which has been signed by more than 150,000 people.

Wales has chosen to follow a policy of vaccinating badgers, while Scotland does not have a TB problem.

American Airlines said Wednesday that it will post job openings for 1,500 flight attendants next month. It will start hiring in December and put the new staff in training beginning in January.

That may seem like a strange move for a company trying to cut labor costs under bankruptcy protection. But the airline needs to replace some of the 2,205 flight attendants that have accepted a $40,000 buyout to leave the company ? the equivalent of about a year's salary. It's the first time the company has hired flight attendants in 11 years.

The departing flight attendants all started working before the Sept. 11 terrorist attacks that included the crashes of two American Airlines jets. Since then, they've seen their company lose more than $10 billion. In 2003 workers accepted pay cuts to keep American out of bankruptcy, then were outraged to discover that hundreds of management employees have received bonuses. The flight attendants' final departures will be staggered over the next year.

The job they're leaving has lost the allure it had back when passengers flew in their Sunday best and received free meals in coach. It often involves long hours and responsibilities ranging from basic hosting duties to medical interventions ? and even terrorism prevention.

Briefings on the buyouts were standing-room only, according to representatives of the flight attendants' union. Sign-ups to take the offer, which were open to those with at least 15 years at the airline, ended Sept. 20. The airline currently has about 16,000 flight attendants.

The buyouts were part of a concessionary contract approved by flight attendants in August and were aimed at reducing the number of layoffs. The contract would impose tougher scheduling rules but give the attendants a 3 percent stake in American's parent, AMR Corp., after it emerges from bankruptcy protection.

American became the last of the major U.S. carriers to file for bankruptcy protection in November. The airline has since negotiated new contracts with seven of its eight unions. It's trying to cut labor costs by $1 billion.

The new flight attendants will be paid less than their more experienced counterparts. They could also work less than the outgoing staff. Flight attendants work by the hour.

U.S. flight attendants made an average of $37,740 a year as of 2010, according to the most recent data available from the Bureau of Labor Statistics. American says its flight attendants make about $45,000 a year on average, not including a supplement for meals and other travel expenses.

American's flight attendants stay in the job for an average of 21 years ? longer than any other work group. The average American flight attendant is now more than 50 years old, according to the Association of Professional Flight Attendants.

And the rate of those quitting or retiring is much slower than other groups as well. The airline loses about 4 percent of its attendant workforce per year through attrition. Customer service representatives leave at a rate four times that.

Those who must now look for other jobs will face a tough road. Unemployment fell below 8 percent last month for the first time in 4 years. And job growth remains sluggish. The 114,000 jobs employers added in September are roughly enough to keep pace with population growth.

American is based in Fort Worth, Texas. The company said Wednesday that it lost $238 million in the third quarter due to employee severance payouts and other costs related to its bankruptcy. The company has asked a bankruptcy judge for an additional month to present its reorganization plan. If approved, it would push the deadline for that plan to late January.

The union representing American's flight attendants thinks the best route for the company is a combination with US Airways Group Inc. The APFA along with unions representing pilots and ground crews agreed to provisional contracts with US Airways earlier this year should the pair merge.

American executives have said they prefer to come out of bankruptcy as a stand-alone airline. But they are exploring other options including a tie-up with US Airways.

In a note to employees Wednesday, CEO Tom Horton said its "careful review of strategic alternatives" is continuing.
